Larry Hegan
Senior Policy Advisor, Environment and Climate Change Canada (ECCC)

Larry Hegan is a Senior Policy Advisor in the Government of Canada, at Environment and Climate Change Canada (ECCC). Working in ECCC’s International Affairs Branch, Larry is part of the team responsible for providing policy advice on international markets for carbon offsets. Larry has been working at ECCC since 2016, that has also included various responsibilities for representing Canada in negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) and for implementing the Paris Agreement. Prior to joining ECCC, Larry held various policy advisor roles at Canada’s Department of Finance and Department of Natural Resources, and enjoyed a two-year secondment in 2010-11 to Canberra, Australia, to work at the Global Carbon Capture and Storage Institute.
